Gallagher, a 16-year-old centre midfielder, was presented with a recognition honours award for international duty with Northern Ireland earlier this year.
The squad will set off on Saturday 17 October and depart on Monday 26 October.
The Northern Ireland U17 squad will face France (20 October), Norway (22 October) and Israel (25 October) during their time in Israel.
